Its studies suggested that currently an overtaking car needs to be at least two to three seconds per lap faster than its opponent to guarantee a pass, and it aims to reduce that margin to one second per lap in 2009.
At present, overtaking is hampered by turbulence from cars' rear wings adversely affecting the aerodynamic performance of any car trying to pass.
The new rules aim to end this situation and allow closer racing than we've seen for some time.
Drivers will be able to make two front wing adjustments a lap from the cockpit to help when slipstreaming and attempting to outbrake.
Aerodynamic aids on Formula One cars will be simplified - with much-criticised bodywork protrusions outlawed, rear wings raised and front wings lowered.
Hopefully the cars will also be more aesthetically-pleasing – there have been some horrors in recent years.
